Bishop Michael Sis of San Angelo, West Texas, will expand access to the traditional Latin Mass with a new monthly celebration at St. Ann’s Catholic Church in Midland, beginning August 30. Rev. The authors argue that the historic diocese has not developed sufficiently under its three Angolan bishops, while insisting the request is not racially motivated.
